The Reverend Doctor Martha C. Taylor currently serves as the Assistant to the Pastor, Administration at the Allen Temple Baptist Church in Oakland, California.  In her capacity as Assistant to the Pastor, she closely interfaces in pastoral oversight, develops the pastoral budget, works closely with the ministries within the church in the areas of congregational care, pastoral care, and educational ministries. Monitors performance goals for ministries and interfaces with church leaders in strategic planning. Dr. Taylor writes policies and procedures and performs a multiplicity of related congregational administrative functions. Beyond the walls of the church, Dr. Taylor actively collaborates as a community liaison for the Office of the Pastor to promote healthy dialogue with churches, civic and political organizations. In the absence of the Pastor, she serves as the acting pastor for Allen Temple. She is responsible for the executive decisions in administration for the Office of the Pastor.
 
Dr. Taylor is the principal owner of Ministry Christian Training, a Christian ministry group that specializes in church leadership development, workshop facilitation, Christian Education and strategic planning for churches. Dr. Tayloris an adjunct professor at the San Francisco Theological Seminary, where she teaches in the Doctor of Ministry Program in the areas of Pastor as Person and Theology of Ministry.  Dr. Taylor was recently elected to the Progressive National Baptist Convention, Board of Christian Education and Publication as a facilitator and trainer.  Dr. Taylor has facilitated leadership training for the Samuel DeWitt Proctor Conference, the San Joaquin region, 5th Episcopal District African Methodist Episcopal Church and has traveled to South Africa and Lusaka, Zambia doing missionary work with the Women’s Ministry for the 5th Episcopal District.
 
Professional Background
 
Prior to retirement, in 2000, Martha Taylor’s professional career spanned over twenty-seven years at the Bay Area Rapid Transit District. (BARTD). She retired as an Assistant Chief Transportation Officer responsible for over 500 employees in the area of operations for mass transit in rail, station and security. Martha Taylor is highly knowledgeable in the area of strategic planning, writing policies, procedures, leadership development and has an extensive background in organizational behavior. Martha Taylor was part of a five member consulting team for BART working in Buenos Aires, Argentina, Cairo, Egypt, and Canada where she did extensive research in strategic planning in the area of security safety, and station operations. 
During her tenure at BART she was the first woman to hold the following positions:
  • Assistant Chief Transportation Officer, responsible for line rail operations.
  • Department Head for all BART Stations
  • Manager, Operations Training,
  • Manager, Support & Analysis, where her budget was over $69 million dollars annually.
  • Police Lieutenant

Martha Taylor has been featured in “Who’s Who among Black Americans” for her achievements in the field of Mass Transportation.
In March 2006, Dr. Taylor was named Christian Woman of the Year by the Honorable Mayor Heather Fargo, Sacramento, California and the Sacramento County Board of Supervisors. 
 
Dr. Taylor holds numerous certificates and awards for outstanding achievements in the areas of community involvement. She is a member of the Delta Sigma Theta Sorority, National Council for Negro Women, National Forum for Black Public Administrators, NAACP.
